HP Omnibook 5700 (166/96Mb) NT 4.0 sp3 running 1999092112.

When I click on the collapse box for Bookmark sidebar panel in the browser, the
box selects on mouseover, and flashes on click, but does not collapse the panel.
I would expect it to collapse like all the other sidebar panels (what's
related, flashes, tinderbox).  Or if this is to spec, then it should not have a
box, or at least not select on mouseover, although my personal opinion is to
have it collapse/expand on click.
