This parameter was initially introduced in bug 1100773 to selectively skip dumping the descendants of a nsStyleContext. It becomes useless in Stylo world because Stylo doesn't record descendants there. And the code controlled by this was eventually removed in bug 1447358 as part of removing old style system code.
