Unable to open overflow menu once I have clicked on any of the add-ons inside of it

Details

Once I click on any of the add-on icons inside of the overflow (or "More tools...") menu, I can no longer open up the overflow menu for that Firefox window (although the overflow menu still opens on other windows until I click any of the add-ons in that window). I also never get the pop up from the add-on.

This bug has been present in every Firefox Nightly build for the last couple of weeks. It affects both my default profile with many add-ons, and a fresh profile with just one add-on installed.
