Crash Data

This is a spin-off of bug 1445471, which fixed some HANDLE/HINSTANCE error handling but left a crash on an ASSERT that makes sure that we don't allow invalid handles to be given by the client.  This crashes for security purposes.

Closing because no crashes reported for 12 weeks.
