Steps to reproduce:

1. Create new profile on nightly
2. Go to youtube. Sign in. Make sure you have enough subscriptions, such that there is a scroll bar in the left pane to scroll through your subscriptions list

3. Move mouse in the tab


Actual results:

the scrollbar disappears completely


Expected results:

not so
No need to sign in. Youtube by default has enough items in the left pane to warrant a scroll bar.
 So revised STR:

1. Create new profile on nightly
2. Go to youtube.com
2. After the page loads, move the mouse.

AR: Left scrollbar disappears
ER: not so.
Also occurs in Edge.
Component: General → Desktop

Looks like this is known and Google/YouTube are working on the fix. As a workaround, you can click through on Subscriptions within the interface to see your list. It seems to only be the sidebar where you can't scroll.
