OK, here's the first test build. I've confirmed that Firefox builds locally and that yasm works on a fresh Win10 install without any additional VC runtimes installed. I think this is ready for wider testing.

gps: Please verify that fsmonitor/watchman are behaving as expected. |hg debugconfig| says all the right things about it being enabled, but configure claims it isn't still.

Standard8: This is using nodejs 8.11.1 + npm 5.6.0. Please make sure ESLint is happy with that.

watchman + fsmonitor appears to be working using the package in comment #2!

Not sure what's up with configure. Probably a bug there. We can likely work around it in the build system.

Here's a 3.2pre2 build containing all changes intended to ship in this release. If all goes well, it'll ship later this week.
