I think this is a DirectWrite bug specifically affecting the Winner font. Trying the Winner sample on axis-praxis and moving the sliders around, you'll see that the positioning of the glyphs varies -- when they should just be changing weight or width, they actually move up/down as well so that they're placed far off the expected baseline. This only occurs with the Winner font, only on Windows; and I see the same glyph-positioning issues with it in MS Edge; therefore, I conclude that it's a bug in DirectWrite's handling of the variation axes in that specific font.
BTW, I've emailed a contact at Microsoft to enquire about this.
My contact at Microsoft believes that the problem with DirectWrite's rendering here is actually the result of a font bug.
