User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.13; rv:59.0) Gecko/20100101 Firefox/59.0 Build ID: 20180323154952 Steps to reproduce: Restoring from a time-machine-backup, then Firefox started-up automatically . Actual results: Was asked if I wanted to "restore" my session, and I clicked-upon the "restore" blue-button . Expected results: Some thumbnails filled-in ; others partially filled-in ; some were blank . Starting Firefox, up, in Safe-mode, does not solve the problem . "Restoring" Firefox, may not save tabs, when recovering, as "blue"-recovery-button, was grayed-out, necessitating a restore-from-Time-Machine-backup, in the first-place (but this tab-loss might have been from Mozilla's March 31st, 2018 possible outage) .
Not sure if this is the correct component, so correct if needed. How far back was the backup? Did it require going to an earlier version of firefox and updating back to the current one?

Old-school array-of-thumbnails (because it requires a change to the configuration-file) . Bug has been present in prior versions (dating-back to an unknown version of Firefox) . The “restore”, was either an event of clearing of the DNS-cache, or a Command-R boot (with a restore from a prior Time Machine backup), or BOTH .

On MacOS High Sierra version 10.13.4 .
I bought this 15-MacBook Pro laptop, in March 23rd, 2016 . It is a Mid-2015 15-inch Retina MacBook Pro, except for the built-to-order 1TB solid-state Internal Drive ; I have "matched” 8GB+8GB=16GB of RAM-modules, installed ; It has an Intel quad-core 4th-generation i7 2.8GHz CPU, inside ; I'm running with the macOS High Sierra 10.13.4 O.S. installed . I have the following peripherals: There is an LG 22MB35PY-I HD-secondary-monitor with a "DisplayPort(DP)" plugged-into a "4K_DisplayPort"-to-"mini-DisplayPort" adapter, ( which is plugged-into the Thunderbolt-2 port, on the left-side of the machine ) . My flat-screen Vizio HDTV, may be plugged-into the Mac's right-hand-side HDMI-port . There is an SDXC card-slot, on the right-hand-side of the machine, with nothing plugged-into it . A Belkin 4-port USB v3.0 Hub is also plugged-into the right-side & front of the machine with: 1) A LaCie d2 Quadra (v3C) 2TB (decimal) USBv3/Firewire 800  External Hard-drive whose Intel(GUID; HFS+)-format is used for Time Machine ; 2) A USRobotics  (model USR5637) External USB 56k Modem/Fax (the Fax-capability doesn't work under Sierra) -- which would be used in 32-bit-mode [?] [w/ "app-nap" ?] ; 3) An Epson All-in-One (AIO) WorkForce WF4630 printer/scanner/fax . 4x) A USB-to-mini_USB, connector . A Belkin 4-port USB v3.0 Hub is plugged-into the left-hand-side & back of the machine with: 1) An APC  Back-UPS RS1500[/BR24BP] Data Cable, and (when the data-cable is plugged-in to the UPS), the UPS's charge percentage shows (in lieu of the laptop's charge-percentage), on the menu-bar of the screen ; 2) A LaCie d2 Quadra (v3C) 2TB (decimal) USBv3.0/Firewire 800  External Hard-drive whose Intel(GUID; HFS+)-format is divided into 5-partitions of cloned-backup-volumes of approx. 380GB-each ; 3) A LaCie d2 Quadra (v3C) 4TB (decimal) USBv3.0/Firewire_800 External Hard-drive, whose Intel(GUID; HFS+)-format is divided into 5-partitions of cloned-backup-volumes (some, not yet) of approx. 780GB-each ; 4) A royal-blue 16GB iPod Nano 5th Generation . I have the following 3rd-party software, installed : Intego's Premium Edition X9, which includes VirusBarrier v10.9.15 , NetUpdate v10.9.4 , NetBarrier v10.9.5 , & Personal Backup 10.9.5 , Intego's Washing Machine v10.9.5 , and Common Components v10.9.4 . MalwareBytes Free v3.2.36 ; Microsoft's Office for Mac 2016 v16.11.1 ; Adobe Reader v11.0.23 ; obdev.at : Objective Development's Little Snitch v4.0.6 ; Mozilla's Firefox browser v59.0.2 ; SmithMicro's Stuffit Deluxe v16.0.5 ; CharlesSoft's Pacifist v3.6 ; LispWorks 64-bit Edition v7.1 ; PCalc v4.5.5 ; Micromat's TechTool Pro v9.6.1  ; Fetch v5.7.6 ; LaCie firmware v1.1.6 ; Battery Health 3 v1.0.9 ;Oracle's JDeveloper 11[?] ; I have the browser plug-in(s) : Oracle’s Java 8.0 Update 161 (JRE) [& 161 (JDK)] ; Telestream’s Flip4Mac FlipPlayer v3.3.8.1 . IPv6 (but NOT IPv6_ICMP, outbound) is blocked by Little Snitch (also, some XPCs are blocked by L.S.) . On the machine's left-side, I have an Earthlink-supplied SMART/RG SR360n DSL modem hardwired-thru-the-back-of-the-APC-Back-UPS-RS1500 (with CAT-5E cables) into the Ethernet-to-Thunderbolt-2-adapter's port. Powered stereo External Speakers are plugged-into the headphone-port, on the left-side of the machine .
I managed to find a workaround, by (one-at-at-time) unpinning the offending thumbnail, then moving the replacement thumbnail, to the lower-righthand-corner (the "last" position), then loading the URL of the original offending thumbnail, then "bookmarking" it, then doing a "Show All Bookmarks" menu-selection, then locating the original thumbnail's bookmark within the "Bookmarks"-window, then dragging the original thumbnail's bookmark to the proper position in the old-school-thumbnails, thus dumping the replacement-thumbnail that was in the "last" position .

The clearing of the DNS-cache (on my Mac), was via the "Termninal.app" command : dscacheutil -flushcache . (I have since, updated TechTool Pro 9, to version 9.6.2 ) .

Hi leftblank15, Could you please try to reproduce the issue on the latest Firefox release (60.0.0) with the "new" new tab page? We removed the pref that made the old new tab page to be shown.

O.K. -- I did a "dscacheutil -flushcache", then re-started Firefox, and on the new-school "topsites", all of the tiles immediately filled-in, but not all of the lower-righthand-corner-sub-tiles, of the tiles .
