This bug is split from NSS bug 131171 to separate the NSS and PSM changes required for HP-UX on ia64.

I tested this yesterday on the trunk... this works for me... r=jdunn@netscape.com (if that means anything) NOTE: I have several patches to get mozilla working on the trunk.

Jim. You don't have cvs check-in? If so just get a review from Kai, a super review and check it in yourself.

Kaie what do you think about this? All WTC did in his patch was move the ifdef's up, add the check for ia64 and then check to see if the modules are defined and if so export them. We have tested this with out NETSCAPE_7_0_OEM_RELEASE (that is used by Sun/HP/IBM/Compaq) and it is working fine. Also CLS, can you r= it as well (since you have done the most work with the Makefile's here)
