Steps to reproduce:

Environment: Windows 7 Ultimate 64-bit.
Steps to reproduce:
1. Update FF browser to 59.0.2 ver.;
2. Create FF shortcut on the Desktop;
3. Pin FF to the task bar;
4. Add FF to the start menu;
5. Review FF icon on the Desktop;
6. Review FF icon on the task bar;
7. Review FF icon on the start menu.


Actual results:

On steps №5-7 shortcuts haven't correct thumbnails.


Expected results:

On steps №5-7 shortcuts should have correct thumbnails (Firefox icon).

This bug is not reproducible for me. I am placing this under core:localization so someone can look into it.

core:localization is for localization issues, and this has really nothing to do with it.
