When using Dark/Light theme, windows can't be moved by click+drag on extra tab bar space

Steps to reproduce:
-Set theme to Light or Dark
-Open a new, unmaximized window
-Click & drag any the empty space on the tab bar. It doesn't matter whether Customize->Title Bar is enabled or not, or whether the space that's clicked on is empty space to the right of the rightmost tab, or the extra bit of drag space on the far left/right of the tab bar when the title bar is disabled.
Actual results:
The window will not be dragged.
Expected results:
The window should be dragged.
Note that the window does get dragged if the current theme is the Default theme.
Also, all 3 themes (Default, Light, and Dark) allow window dragging by clicking & dragging on the top of the window when the titlebar is disabled, as well as by clicking & dragging just above/below the URL bar (bug 1236191).

I could reproduce this issue on Fx 52, the latest release Fx59 and beta 60.0b10.
This issue is not reproducible on the latest Nightly Fx 61. It seems got fixed between Fx 60 to Fx 61. If you can please test on Fx 61 and verify if issue resolves for you. I would also suggest you to update your Firefox version to the latest release which is Fx 59.

I just tested the latest Nightly and can confirm that it doesn't have this issue. Thanks for the help.
(By the way, if it's of any use to know, I am using v59, but had privacy.resistFingerprinting on when I submitted this bug and I forgot to update my user agent in the bug submission.)
