Steps to reproduce:
I right click on the shortcut to open a shortcut in another tab
Actual results:
context is hidden behind the list of shortcuts. After the second time, the context menu is displayed correctly: over the shortcut list.
Expected results:
The shortcut menu should appear on top of the list of shortcuts

I can reproduce this issue on my machine Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:61.0) Gecko/20100101 Firefox/61.0
