Nightly 61.0a1

[Prerequisites]:
- Have the latest try build 61.0a1 from (2018-03-27) installed.
- Accessibility tab is opened and enabled

[Steps to reproduce]:
1.Go to the Accessibility tab from Toolbox options
2.Open a new window/private window and press the "F12" key

[Expected result]:
The Accessibility should be opened and the accessibility icon should be displayed with green colour 

[Actual result]:
The accessibility icon is displayed with grey colour for a second then becomes green
This is expected. Accessibility service takes time to start up in the new tab.
