1450741 - Zillow map scrolls down a few pixels when clicking zoom button at maximum zoom

STR:
1. Load Zillow map, e.g. https://www.zillow.com/homes/for_sale/globalrelevanceex_sort/37.393207,-122.071596,37.391756,-122.074412_rect/18_zm/
2. Click the map's (+) zoom button a few times.

RESULT:
Once you hit the map's maximum zoom level (after 2-3 clicks), the map will scroll down a few pixels and the property sidebar starts flashing with each subsequent zoom button click.

I bisect this bug with mozregression and, surprisingly, it appears to be a regression from Photon tab strip bug 1355764.

I can reproduce this bug in:

* Firefox 55+ on macOS
* Edge 42.17127.1.0 on Windows 10 (so this might be a Zillow bug and not a Firefox bug, even though it is an unintended change in Firefox behavior)

I can not reproduce this bug:

* Firefox on Windows 10
* IE11 on Windows 10 (so Edge changed some behavior after it fork from IE!)
* Chrome on Windows 10 or macOS
* Safari on macOS

I am no longer able to reproduce this bug, even in older builds.
