MOC does not have a valid means of blocking within Bugzilla. This was mistakenly performed using our old methods of banning (ZLB protect class), which are no longer in play with infra in AWS.

Yes, my apologies on that. I thought the functionality required to do this was already present in the app, but it has not landed yet.
