Like scrollbar bug 1449478, this bug is a regression in Nightly 61 from bug 1423370, but it was not fixed by the fix for bug 1449478.

STR:
1. Enable gfx.webrender.all.
2. Open a Google Presentation, such as: https://docs.google.com/presentation/d/1QSGn19Pg7EllzzsLj0pGdZOsEMRkgvgAgvP7YP_UvKQ/

3. Click and drag the slide list's scrollbar to the left of the main slide view.

EXPECTED RESULT:
The slide list's scrollbar position should smoothly follow the mouse pointer.

ACTUAL RESULT:
The slide list's scrollbar position will jump down below the mouse pointer position.
