145146 - dialog raised when window isn't active causes parent to flash on taskbar

I tried to describe this in another bug, the big one recently about window
focus, but was told that it couldn't be reproduced.  I've come up with a quick
test case for this, so hopefully it can be reproduced now.

Build: 2002051608 on Win2K

Another way to get this is:

1. Edit > Find in This Page
2. Enter junk text (eg. "asdljhsdgh")
3. Wait a second or two after the "The text you entered was not found" message
comes up.

Ere, if this sounds like a dupe of bug 152280, being that this behavior is fixed
by your patch, feel free to mark it as such.
