The motivation here is to be able to use aapt2, which might help us address mysterious issues we see with the upgrade from 58.0.2 to 59.0.{1,2} in the Firefox for Android Release channel.
Based on my try build with aapt2

I think we can upgrade Robolectric without taking the (potentially more risky) aapt2 change.

I don't know what the consequences are to using aapt2 but this seems reasonable to me.
