Activity Stream now has a section menu (bug 1422079) that links to https://www.mozilla.org/en-US/privacy/firefox/#suggest-relevant-content for the Pocket section, and going to that link shows the topic header but the content is collapsed by default.

It's confusing not to not immediately see content related to the "Privacy Notice" action that the user clicked to get to this page.

Looks like the first topic gets autoexpanded while others are collapsed:
