- Fx 60.0b9
- Fx 61.0a1

[Affected platforms]:
- Surface win 10 x64
- Surface win 8.1 x64

[Steps to reproduce]:
 1. Launch Firefox.
 2. Go to "https://edition.cnn.com/2018/04/05/europe/russia-uk-security-council-intl/index.html".
 3. Wait for the clip to load and then scroll down the page until the ads are moving up.

[Expected result]:
- Ads and clips are correctly displayed without any issues or flickers.

[Actual result]:
- The ads start flickering on the screen when they start to move up, 'under' the video player.

[Regression range]:
- This is not a recent regression as I could reproduce it using Fx 39.0a1

[Additional notes]:
- The issue does not occur for: "https://www.bloomberg.com/news/articles/2018-04-04/u-s-china-signal-room-for-talks-with-trade-tensions-heating-up".
- The issue does not occur on any desktop build(mac, linux, windows).
- The issue does not occur on chrome when accessing the same page (can be seen in the last part of the video).
