Accessibility/Properties panel hovering over different items doesn't change the mouse pointer type
[Version]: 61.0a1 [Build ID]: 20180410100115 Mozilla/5.0 (Macintosh; Intel Mac OS X 10.13; rv:61.0) Gecko/20100101 Firefox/61.0 [Prerequisites]: * Have the latest Nightly installed. * Accessibility is enabled and accessibility tab is opened * Check the following on the Properties panel [Steps]: 1. Hover each of the blue items from the panel 2. Hover the pink quotation marks (and pink data if available) 3. Hover the "Inspector node" button from the "DOMNode" line. [Expected result]: In the first two cases the arrow pointer should change into a text cursor. In the third case the arrow pointer should change to a hand pointer. [Actual result]: The arrow pointer remains displayed regardless of the item that it's hovered over.
[Note]: On the previous [Build ID]: 20180327120140 the issue was not present.
To be consistent with debugger properties, we do not use text cursor for text nor hand for arrow . However the hand pointer for the target icon (inspector-button) is a good catch.

I have reproduced the issue using Firefox 61.0a1 (2018-04-10) on Windows 10 x64 and Mac OS X 10.12. Verified fixed using latest Nightly 61.0a1 (2018-04-18) on Windows 10 x64, Windows 7 x64, Ubuntu 16.04 x64 and Mac OS X 10.12.
