Steps to reproduce:
1. Put Firefox on my second monitor
2. Enable hardware accleration
Note: I have a GTX 1070 on driver version 391.01
Actual results:
The entire browser is locked to 30fps only on my second monitor with hardware acceleration enabled.
This 30fps includes EVERYTHING. Web browsing and video playback are both locked to 30fps.
Expected results:
The browser should be capped at my monitor's refresh rate instead of at 30fps. Chrome does not have this issue when hardware acceleration is enabled.

Hi lyfeslap,
This is an old bug poke, but could you let us know if this issue is still reproducible or not?
I am able to play on secondary 2K (60Hz) monitor videos with 60fps on Youtube with no issues. However, my graphics card is AMD Radeon RX 6700 XT.
