Historically, thunderbird builds checked that c-c copies of m-c files in `build/` and `browser/config/tooltool-manifests`. On the move to taskcluster, this was moved to a separate task.

Given that, taskcluster, thunderbird is built with m-c as the top-level directory, thunderbird no longer uses any files in `build/` that are shared with mozilla-central, and the only tooltool manifests that are used are different from those in mozilla-central.

Thus, the check-sync task is no longer providing any value for thunderbird, so I plan to turn it off. There might be some value in writing a new one that tracked the tooltool manifests that we use, and applying our changes. However, I think that might be better handled by adding appropriate Herald (https://phabricator.services.mozilla.com/herald/) rules to track those two files.
