I believe the point of looking for Unchanged strings is to search for approved translations that are identical to English. Having rejected suggestions included in the results is not useful, e.g. https://pontoon.mozilla.org/pa-IN/firefox/all-resources/?extra=unchanged&string=152179 Likewise, I don't think it's useful to include unreviewed suggestions.
