We have a few buggy SNI tests that don't seem to test what they actually should. Also, we should make SNI extension parsing stricter, as given by the spec.

JC, The code Tim wrote is basically done, but I don't feel like I can make the changes I suggest and land it on my own. Can you help out?

Clear a needinfo that is pending on an inactive user.
Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.
