While implementing same-site cookies, we've had to work around bugs in thirdpartyutil: https://bugzilla.mozilla.org/show_bug.cgi?id=1454914#c9 https://bugzilla.mozilla.org/show_bug.cgi?id=1454027#c9 There are likely similar issues with other users of thirdpartyutil (e.g. Tracking Protection).

It turns out that different features have a different definition of what a third-party request is. There is no clear way to have thirdpartyutil perform a check that would work for all of them.
