[Steps to reproduce]: 
1.Enable NVDA NonVisual Desktop Access
2.Launch Firefox 61.0a1 with a new profile
3.Press "Ctrl" + "Shift" + "K" to open the Web Console
4.Go to Settings and check the Accessibility checkbox
5.Go to Accessibility tab
6.Click "Turn Off Accessibility Features" button

[Expected result]:
5."The Turn on Accessibility features" button should be displayed and Accessibility feature should be enabled only after the "Turn On Accessibility Features" button is clicked
6." Turn Off Accessibility Features" button should disable Accessibility Feature
 
[Actual result]:
5." Turn on Accessibility features" button is not displayed
Accessibility feature is enabled
6." Turn Off Accessibility Features" button is greyed out

The tool can not be disabled when you have a screen reader running. This is intentional otherwise the user will be locked out of firefox. See button toolbox when it is disabled.
