We have updated ja locale resources for Thunderbird 60.0. Its beta build has not been based signed-off revision. (However they are not approved.) In contrast to Firefox, I usually only do sign-offs once before we start the release. I also usually sign-off the default version unless there is a specific request. I've done the sign-off now, it should be in the beta this week. Please also look into the warning messages on the dashboard.
