Clicking the pop-up "<account> has X new messages" opens a Mail/News window that
spans the entire screen, ignoring the Start menu bar and any other topmost bars
(e.g. ICQ). Also, the maximize/restore button is grayed out.  

Reproducible: Always
Steps to Reproduce:
1. Send yourself an e-mail
2. Wait until mozilla notices it and pops up the notice window
3. Click the pop-up link

This bug is invalid. I got it mixed up:
clicking the pop-up works just fine, but when you wait for it to disappear, and
click the tray icon, that opens a window with the wrong size and the
maximize/restore disabled. Opening a new bug - this one should be closed and
marked invalid.
