charset taken from default, but able to be overriden for a specific email
acocunt, in each email account's settings.

Reproducible: Always
Steps to Reproduce:
1.open Preferences -> mail and news->message compisition
2.it has charset default, this applys to all email accounts, there is no  option
to override in each mailbox in "mail and news account settings"

Actual Results:  Cant change it

Expected Results:  Would be very useful to be able to 'override' each acocunt if
necessary to be different from the default. EG if i email a mobile phone here in
japan i have to send it in ISO-2022 or it does not work, so i have created an
acount specifically for mobile phone email sending/replys but  there is no way
to save me the time of individually changing for each message (and i have to
remember to that or my friends can not read it)
