From Bugzilla Helper:
User-Agent: Mozilla/5.0 (Macintosh; U; PPC; en-US; rv:1.0rc2) Gecko/20020510
BuildID: 2002051005
When you pop up a window to compose a mail message and enter enough text to
cause it to have vertical scrollbars, the up/down arrows appear at opposite ends
of the scroll bar (rather than together as set by clicking on Smart Scrolling
under Options in the Mac's Appearance control panel)
Reproducible: Always
Steps to Reproduce:
1. In Mac OS 9 (9.2.2), turn on smart scrolling (Appearance Control Panel,
Options tab)
2. Under File menu, chose New, then Message (or just type Shift-Command-M)
3. Type enough text in the body of the message composition window that pops up
so that vertical scroll bars are shown.
Actual Results: Scroll bar has an up arrow at the top and a down arrow at the
bottom.
Expected Results: Scroll bar should have an up and a down arrow at the bottom.
This happens with both classic and modern themes.
Bug 105048 was similar but it appears to be fixed for me.

The problem happens for vertical scrollbars when composing the message with HTML
and for both vertical and horizontal scrollbars when composing as text.
