I'm don't think that this is a hg problem so moving to the task configuration bucket.

It looks like this is the rerun action, and it's doing what it's supposed to do: only allowing reruns of unsuccessful tasks. We've been having lots of complaints that `taskcluster rerun` does *not* make this check.. Am I missing something?
