VCT has its own .arcconfig file. It points to the https://phabricator.services.mozilla.com/.
When building the demo suite we're cloning the VCT repo, so in the `demo` image we've got the same file.
We should overwrite it and set "phabricator.uri" value equal to "http://phabricator.test/".

.arcconfig is currently pointing to the
https://phabricator.services.mozilla.com/. We should be working within
the demo services. This patch is overwriting the "phabricator.uri"
setting.
