[Prerequisites]:
- Have a clean new Firefox profile.
- Have a download card in the Highlights section.
[Steps to reproduce]:
1. Start the browser with the profile from prerequisites.
2. Restart the browser and open a new tab.
3. Click the "..." button for the Download card.
4. Observe the "Go to Download page" option.
[Expected result]:
- The option is active and clickable.
[Actual results]:
- The option is greyed out.
[Notes]:
- Attached a screen recording of the issue.

This is actually by design. Within the same session, the download has a referrer in which it can link back to, but that information is lost once the browser restarts. Therefore we grey out the option if there's no referrer. This is the same as the other download systems in the browser. In about:downloads, the library > downloads dropdown, and the library manager, all the downloads from previous sessions's "Go To Download Page" doesn't actually do anything

Won't this result in users seeing the option greyed out more times than seeing it active?

Possibly, yeah. But it's consistent with the rest of the experiences with downloads in Firefox at least.
