Steps to reproduce:

In the default en-US version of SeaMonkey the preference mailnews.send_default_charset is set to UTF-8. Installation of the en-GB language pack sets this preference to ISO-8859-1.


Actual results:

The default text encoding for new mails is set to ISO-8859-1.


Expected results:

The default text encoding should for new mails should remain UTF-8
