Can you please increase time limit to resolve the file generation issue, and then backfill missing files?

I backfilled everything up to 20180423, bumping the number of instances on the job fixes the problem. I ruled out any necessary changes to the underlying job.
Once the PR makes it in, the job alerts should go off as intended so that this doesn't happen again.
