[Steps to reproduce]:

1. Open Firefox 
2. From inspector settings enable "Enable browser chrome and add-on debugging toolboxes" and "Enable remote debugging", then Tools -> Web Developer -> Browser Toolbox.
3. Click on the "Meatball Menu" and verify the extended state of the menu.
4. Click on "Disable popup auto-hide".
5. Hover your mosue up and down over the expended state of the menu.

[Expected result]:
The "Disable popup auto-hide" is check. 

[Actual result]:
The "Disable popup auto-hide" becomes uncheck.

 We also tested on Windows 10 x 64, Windows 7 x 32, Ubuntu 16.04 x64 but we can't reproduce it.

This appears to be a graphics issue. I think it is low priority since this item is only shown in the Browser Toolbox (which is only used by Firefox developers) and we intend to replace this menu with a panel in the near future.

As per comment 1, marking this as P5 and no longer blocking bug 1444299 since this graphical glitch only occurs in the Browser Toolbox (largely Firefox devs only) and should be replaced in the near future anyway.
