1. The MemoryMonitor could dispatch an ongoing memory pressure notification if Android notifies us with a level that corresponds to our current internally tracked level. E.g. we're currently at MEMORY_PRESSURE_MEDIUM and Android notifies us again with TRIM_MEMORY_RUNNING_LOW. 2. The MemoryObserver shouldn't trigger a GC for ongoing memory pressure.
