1457081 - Unexpected scrollbar appears in the 2-pane Inspector if the toolbox is shrinked

[Prerequisites]:
- Enable Dark Theme for the Web Console via Toolbox Settings

[Steps to reproduce]:
1. Select the Inspector tab
2. Shrink the web console down and view the 2-pane
3. Drag the unintended scrollbar that appears
4. Drag the scrollbar underneath it

[Expected result]:
A single scrollbar should be displayed depending on the grade of the shrink.

[Actual result]:
3. A second scrollbar is displayed – overlapping the other one – without any functionality.
4. The scrollbar underneath cannot be dragged, thus disabling it’s functionality

[Notes]:
The issue is most visible using the dark theme (due to the low opacity of the scrollbars), however it can be also reproduced while light theme (default) is enabled.

I can't reproduce and we didn't ran investigation when the bug was reported so it's hard to know what was happening. Let's close it as we might have fixed it in some other patches
