Delay the tab hidden doorhanger until a background window is focused

Details
If the first hidden tab is in a background window, we should wait for it to be focused rather than focusing it immediately. If a tab is hidden in the current window before the background window is focused, then we can display the doorhanger in the current window.
One edge case here would be if the user doesn't focus the background window and then restarts their browser. Should we show the notification on startup in this case?
