Steps to reproduce:
With Applications > PDF set to 'Preview in Firefox', Windows version 59.0.2 (64-bit), viewing a PDF from a website is fine, but printing results in interspersed "gylphs".
An example PDF file is located at: https://www.ohprs.org/ohprs/downloads/forms/10 Active Members/Disability Application.pdf. Attached jpg is from the last page.
Actual results:
See "reproduce".
Expected results:
No funny characters. The page prints fine with Adobe and PhantomPDF

I'm attaching the PDF here in case the link becomes unavailable later on. To reproduce the issue,
1. Open the file in Firefox.
2. From the File menu (Alt+F on Windows), choose Print Preview.
3. Go to the last page and scroll down to the "Continuing Benefits and Termination" section.
This looks like bug 1442995, except that was in the document view, not print output or preview. Those boxes are called Unicode codepoints. They're placeholders that normally only show up when Firefox can't find a font to render that particular character. I'm seeing E003 here.
:bdahl, would you say this belongs in Core::Printing:Output? It's not seen in the document view, and although it's seen in Print Preview, the description for that component says it's for bugs not seen in the print output.
