Details
Previously bugzilla-stage was behind a VPN when hosted in SCL3 for security reasons. bugzilla-stage has now been re-implemented by cloud-ops in AWS and is no longer behind a VPN. We can now recommission phabricator-stage and have the two systems connected.

I am using stage as a testbed for https://bugzilla.mozilla.org/show_bug.cgi?id=1453750. Once that's complete, I'll make sure it's live again.
