I'm not sure if this is a bug, or the test is out of date, but I've opened a window to history (go | history} and then went to edit | Preferences and selected "history", where I hit the "Clear history" button. The test says that my already opened history window should be updated, but it's not. I can still click on one of the URLs in it. If I then exit my history window, then open it again, my history WAS cleared, and the only entry in there now was the URL I clicked on. Reproduced on Linux (2002051009) and OpenVMS (20020513).
Sounds very similar to bug 82565. Probably a dupe.
