Expected results:
I think the popup that appears when the user starts downloading a file should be an arrow icon in the address bar with a "doorhanger" coming out of it, similar to the extension install popup.
The benefits:
* more consistent style with other page-related actions, therefore drives focus and trust
* harder to misclick it away
* the downloads themselves are a popup, so it visually makes sense

We have some user experience designs for removing the dialog, so that user-initiated downloads will just work without further confirmation. As a prerequisite, we will add a doorhanger notification in bug 1306334 for those cases where the download is initiated automatically. The latter will probably happen by the end of the year.
