Actual results:
Got a List Of Options That Did Not Include an Option To retry download
Expected results:
Always Include an Option To retry download

Thanks for the report!
Tested with Samsung Galaxy Note 8(Android 8.0.0) and "retry" option is displayed if the download has stopped, or was canceled, or the internet connection was cut. This is the behavior on all branches (Firefox release 61.0, Firefox Beta 62.0b3, Nightly 63.0a1). Do you want to see the option even if the item was successfully downloaded? Do you want to download 2 times the same pdf? What device are you using?

When Firefox downloads a video and what it actually downloads is a 5Kb HTML document. Yes, I would like to retry that download.

Does this only happen with Firefox? Please try to download the file again using both Firefox and Chrome/other browser of your choice. If the problem is specific to Firefox, please log a new bug regarding this and also specify the page you were on, device type & Firefox build.
I will close this bug considering that if the download has failed or was canceled, there is an option to retry. If the download was successful, there is no point in having a retry option. You can always go back to the source and download it again.
