release-secondary-balrog-scheduling-firefox-secondary-rc, for updating balrog with devedition in the beta channel, sets a release_eta. For example:

<jcristau> the ETA on release candidates should be used to schedule the "release" channel rule change, for beta it should be asap

So we should set a different ETA for release-secondary-balrog-scheduling.
