1458627 - Only install evolve on Mercurial 4.3+

The latest version of evolve appeared to drop support for Mercurial <4.3.

This is causing configwizard tests to fail on versions older than 4.3.

We should teach configwizard to not install evolve on Mercurial <4.3. Alternatively, we could make Mercurial 4.3 the minimum version that configwizard will run with.

just released. So...
