Mail news can save to the EML format. But it does not open them. Doublclicking
an EML opens OE or other mail client. There is no way to open a file directly in
MailNews. You can open an EML in the browser, but the message is displayed as a
web page with no email functionality. If there is no plan to implement this
perhaps the menu structure should be "File > Export Message... Type". The "Save
As... Type" gives the impression that a corresponding "Open... Type" exists.

Steps to Reproduce:
1. Save a message in Mail Mews as EML.
2. Try to get it opened back in Mail News
