ISTM, contrary to my prior understanding, that we can probably get a great deal of compatibility for proxy.settings.
There are a couple items we cannot do and we can simply warn on those. There are a couple things we must do that chrome doesn't have. That should be fine as chrome extensions wouldn't be doing those anyway.
