The idea is to add a note in the editing of vote to remember that the field is based on UTC so there is no timezone support.

Maybe we can also remove the string `Voting starts from 14:30 to 20:00 (UTC) or from 16:30 to 22:00 local time.` from the clock on hover and add in the page itself to show the opening.
In that way the common issue to understand when the vote is opened is simplified a lot.
